NEAC Follow-up Update Regarding Pending ARSBN Applicants

NEAC Management discussed with Arkansas Board of Nursing the very negative effects of enforcing the SSN requirement to the applicants who already have sent their applications and fees to the Board. NEAC asked ARSBN kindly to consider not to retroactively enforce this requirement and at least process the pending applications or refund the fees paid in order to give chance to the applicants to apply another State Board of Nursing. If ARSBN doesn't offer a way out to the pending applicants the applications will be kept in inactive status until they provide a United States Social Security Number. However for international applicants this is an impossible to comply request since they can't get a US SSN while they are still overseas. International applicants first need to be found eligible; pass the NCLEX exam; find an employer and secure a visa; physically arrive to the USA to be able to get a SSN. If ARSBN don't process their eligibility of these applicants that will be a dead end for AR applicants. The only option left would be to switch to another state board of nursing. Since this is the only logical path to follow (unless ARSBN comes to its senses and process the pending applicants and then not accept new applications without a SSN) the best option is to get a refund so they can apply to another SBN.

ARSBN management acknowledged the difficult situation of the pending applicants during the meeting conducted over the phone last nite (10.28.2010) and promised to go over each applicant's application and make a reasonable decision to continue or to reject the application. However, we have not been assured 100% whether they will still keep some applicants in inactive status! We will be following up again with ARSBN after several days and update NEAC applicants the status on this matter as soon as we hear anything new from them.

Arkansas Requires CES and SSN from International NCLEX Eligiblity Applicants

25 October 2010

Arkansas Board of Nursing's announcement:

Applications for licensure applicants that were submitted to the Board prior to this date are placed in an inactive status until receipt of proof of a social security number and all other required documents as identified in the International Graduates Licensure Examination Application Instructions.”

Applications for licensure applicants that were submitted to the Board prior to this date and the applicant has been notified of their eligibility to register with Pearson Vue and deemed eligible to test via the Board may take the NCLEX®. However, Arkansas statute requires a social security number before a license can be issued”.

This means:

1.     If you have already received your eligibility however haven't taken the exam yet you are still entitled to use your eligibility from ARBON to register with NCLEX and take the exam. However, ARBON no longer will issue a license without a SSN. You can get your license once you have reached USA and provided them your SSN.

2.     If your application has already been sent out to ARBON you are expected to provide a SSN in order to ARBON to continue to process your application. If you can't provide an U.S. SSN to ARBON your application will be placed in an inactive status until you provide them a SSN. If you have a SSN please provide it asap. However, keep in mind that now with the new requirements you are expected to go through the CES phase even if you have a SSN.

There are now certain Boards of Nursing that accept International Nurses without PNLE

There are now several State Boards of Nursing that accepts NCLEX-RN applications from those nurses who have not taken PNLE; not planning to take it or failed that exam. If you are living overseas and can't take PNLE however planning to take NCLEX-RN please consult a NEAC Officer to find out how we can assist you.

Announcement from Legal Counsel at the Department of Consumer Affairs for the State of California

Acording to a decision by the Legal Counsel at the Department of Consumer Affairs for the State of California, any application not yet found eligible by April 26th must be rejected and returned to the applicants.

ATTENTION: CABON Now Requires SSN to apply for NCLEX

Effective on April 26, 2010 California Board of Registered Nursing (BRN) will no longer accept applications that do not contain a U.S. Social Security Number. The Nursing Practice Act provides for a unified examination and licensing application. Once an applicant passes the examination, a license is automatically issued. Under these circumstances the BRN cannot accept applications for the examination and licensure without a U.S. social security number.

For those applicants who have failed the exam and want to re-apply; CABON will not accept re-application without U.S Social Security Number.

Philippines Testing Site OPENS!

CHICAGO - The National Council of State Boards of Nursing, Inc. (NCSBN) began NCLEX testing in Manila, the capital city of the Philippines, at the international Pearson Professional Center on Aug. 23, 2007.

The Manila site was chosen in February by the NCSBN Board of Directors because of the deep commitment shown by the Philippine government to ensuring a secure test center. The placement of a test site in the Philippines will allow for greater customer service to nurses without compromising the goal of safeguarding the public health, safety and welfare of patients in the U.S. Intended for the purposes of domestic nurse licensure in U.S. states and territories, all security policies and procedures currently used to administer the NCLEX examination domestically will be fully implemented at this new site. Administration of the NCLEX examination abroad does not contradict or circumvent any current board of nursing process or requirement. All international candidates are required to apply to the board of nursing in the state or territory where they wish to be licensed before registering for the NCLEX examination.

The NCLEX examination fee for all candidates is $200. Candidates who elect to take the NCLEX at an international site pay an additional $150 when they schedule their examination. State and territorial NCLEX examination fees remain at their current levels and are not being used to subsidize the international testing initiative. Offered abroad since January 2005, the current international sites for NCLEX examinations are in London, England; Hong Kong; Sydney, Australia; Toronto, Montreal, and Vancouver, Canada; Frankfurt, Germany; Mumbai, New Delhi, Hyderabad, Bangalore, and Chennai, India; Mexico City, Mexico; Taipei, Taiwan; and Chiyoda-ku and Yokohama, Japan. NCSBN Selects the Philippines as International Testing Site for NCLEX® Examinations

NCSBN has selected Manila, the capital city of the Philippines, as a new site for the administration of the NCLEX® examinations.

CHICAGO – The National Council of State Boards of Nursing (NCSBN®) has selected Manila, the capital city of the Philippines, as a new site for the administration of the NCLEX® examinations. NCSBN's Board of Directors made the decision to expand the number of sites at its Feb. 8, 2007, meeting.

Faith Fields, MSN, RN, president, NCSBN Board of Directors, comments, “The Philippine government has shown a deep commitment to ensuring a secure test center in Manila and has been very responsive to NCSBN concerns. Placing a test site in the Philippines will allow for greater customer service to nurses without compromising the goal of safeguarding the public health, safety and welfare of patients in the U.S.”

25,000 to 50,000 Filipino nurses are expected to take the first NCLEX tests in Manila, where the examinees stand to save a large part of what they could be spending if they were to take the test abroad.
